Job Description
The role of the Campaign Manager is to lead a community-centric policy campaign called People, Parks, and Power. The purpose of this campaign is to educate residents, business owners, and decision-makers about the importance of an equity-driven Stormwater Fee and complementary policy measures. The goal of this campaign is to present a list of recommended policy measures to New Orleans legislators and leadership based on community feedback and best practices from around the country.
The P3 Campaign Manager’s primary role is to work with various stakeholders to receive recommendations about the proposed fee and provide expertise through meetings, interviews, webinars, workshops, parties, and other engaging activities and events. Secondly, the Campaign Manager will oversee fellows who will work in each council district completing community stakeholder and land mapping as well as canvassing.
As their manager, your role will be to train and onboard fellows, develop strategic plans for your team, and maintain and evaluate the data they collect to inform future strategies. The Campaign Manager will work closely with The Executive Director and Policy and Research Director on policy developments, campaign strategies, stakeholder engagement, and events. The campaign is a two-year funded role but based on the performance of the Campaign Manager and the success of the campaign, this role can be extended to work on future projects related to the P3 campaign. The Water Collaborative is a hybrid office but due to the nature of our work, the role is based in New Orleans, Louisiana
SALARY RANGE: $50-60k annually
Specific Task Include:
• Lead a policy campaign rooted in transparency, accountability, equity, and justice.
• Co-develop campaign plan and budget.
• Facilitate workshops, presentations, and webinars to the public on a regular basis regarding the P3 campaign.
• Planning and logistics for all related events
• Act as a liaison between community members, organizations, and decision makers.
• Meet with all types of stakeholders to understand and collect quantitative and qualitative data on their perspectives regarding our proposed policy measures and other related topics that could inform the long-term impact of the campaign.
• Work with the Executive Director and the Policy & Research Director to understand the complexities, nuances, and best practices surrounding the policy measures.
• Oversee the Engagement Advisory Committee and their outputs.
• Train, onboard, and manage fellows for this project
• Recruit volunteers from across the Southeast Louisiana region to support with canvassing and workshops.
• Ability to know to use to Givepulse, VAN (Voter Activation Network), ARC GIS, and other mapping, data collection, and volunteer management software.
• Co-design educational and promotional materials.
• Update website content, social media, and newsletters in partnership with fellows.
• Monitor and evaluate the campaign quarterly with Water Collaborative staff.
Key Skills and Qualifications Include:
• 3+ years of experience doing policy or political campaigns and/or canvassing preferred
• Bachelor's degree or equivalent
• Degrees in Public Administration, Political Science, Marketing and Communications, Public Relations or similar is preferred
• Strong leadership skills and ability to manage staff
• Excellent verbal and written communication skills as well as interpersonal skills to interact with individuals at every level and from many different perspectives, demonstrating a high level of tact and diplomacy and respect for confidentiality.
• Strong organizational and planning skills as well as the ability to cope with multiple demands and manage competing priorities.
• Exhibit strong de-escalation facilitation strategies and tactics and ability to work through a Kingian Nonviolence Lens.
• Demonstrated ability to work collaboratively with other individuals and groups.
• Strong educational/training and presentation skills
• Demonstrated analytical, interpretive and problem solving-skills; ability to synthesize information from a wide variety of sources.
• Strong understanding of climate change, environmental justice, intersectional environmentalism, and critical race theory preferred but not required
• Willingness to travel domestically

About The Water Collaborative of Greater New Orleans
The Water Collaborative is a grassroots movement created by leaders in the water management sector. From the beginning, our origins were rooted in collaborative design, transparency and trust building, and diversity and equity. Leadership in the sector have always viewed water management as the best vehicle to address climate change, urban and economic development, and environmental justice simultaneously.
Origins of The Water Collaborative
Awareness of the issues and opportunities relating to water management in the Greater New Orleans area began to build in the early 2010s. Sample activities and initiatives from this time include:
- Regular meetings of the Horizon Initiative’s Water Committee, convened by Grasshopper Mendoza and Steve Picou;
- A series of reports on water management commissioned by the Citizen’s Task Force and completed by Jeff Thomas of Thomas Strategies;
- A group of organizations and activists convened by Bayou Rebirth to strategize responding to the New Orleans Sewerage and Water Board’s request-for-proposals for green infrastructure projects;
- Meetings of the key water management specialists and activists convened by the Greater New Orleans Foundation;
- The Louisiana Urban Stormwater Coalition convened by landscape architect Dana Brown of Dana Brown & Associates.
