Job Description
This position is responsible for leading the contract partner workforce, work management, meter services, and project management teams within the Operating Company Distribution Operations organizations. The position is responsible for overseeing activities by contract partners including but not limited to Overhead, Underground, CBD, Civil, lighting, work management, project management, meter services work, and distribution regulatory support. This position also serves as the state Operations Chief and Deputy Incident Commander during all minor and major storm restorations. Requires an understanding of leading all phases of construction projects, the differences between the construction trades, and interfacing with the entire workforce (contract partners as wells ENT employees). In addition, the incumbent should possess the skills to foster good relationship between craft employees and construction leaders as well as the intuition to know when it is not working effectively. Strong advocate for the partnering process with key stakeholders such contractors, and other internal/external support groups across ENT. Actively facilitates or participates in the partnering events at the project levels within the organization. Understands how to interface with key stakeholders such as Engineering, Supply Chain, Project Management, and key external customers, etc. An effective communicator who will frequently “stand in front of the workforce” and convey ENT’s commitment to safety, DIB and other performance metrics. Builds strong relationships with contract partners which are directly contracted to deliver project scopes to ensure clear channels of communication, commitments are met, and resolution to any performance issues identified. A passionate advocate for safety who promotes an incident free workplace and cultivates a safe work culture. Understands the foundations for a strong safety culture in its most genuine form and actively participates in safety initiatives at the project site to demonstrate commitment. Solid understanding of construction fundamentals focused on safely delivering a diverse portfolio of projects. Experienced in risk and contact management. Skilled at leading and influencing across organizations, partnering with contract firms, negotiation, obtaining stakeholder input and support, driving continuous improvement ideas, improving organizational health, transforming organizations and improving customer centricity. Able to build, motivate and inspire effective teams and leverage team diversity. Adapt at managing conflict, providing clear direction/role clarity and developing employees. Comfortable engaging in crucial conversations.
Job Duties/Responsibilities
- Responsible for all statewide distribution line contract compliance activities including construction activities, maintenance activities, contract administration activities and contractor safety activities. This includes supervision of contract crews associated with larger overhead projects, underground projects, and restoration activities. This position is also responsible for all distribution contractor safety initiatives including BRM’s, VMO’s, ESP-06 compliance, vendor relationship support, and contractor governance board participation. Responsible for statewide safety support including state UOCRG member and UCAP support.
- Responsible for all statewide work management activities including the planning, scheduling, and dispatching of planned work for D-Ops execution including OH and UG maintenance and construction, lighting, and meter service activities through the company’s work management system. Responsible for statewide Meter Service field activities.
- Responsible for statewide Lighting Maintenance Program. Responsible for leading all minor and major Storm Restoration statewide.
- Responsible for establishing D-Ops Statewide budget and monitoring spending trends to make necessary adjustments as needed. Responsible for monitoring customer commitments and reliability within the state to make necessary adjustments as needed.
- Responsible for distribution regulatory support including testimony writing, responding to RFIs and testifying as a technical witness when needed. Responsible for statewide distribution project management and analytical activities as needed
- Partner with Project Delivery to achieve common objectives and consistency of contract management expectations. Develops the Partnering approach with contractors and assures that it exists across all projects.
