Purpose of Announcement

EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON VACANCY IN THE DEPARTMENT OF WATER. This employment list will also be used for future EAST and WEST Jefferson vacancies in this Department as they occur.

Kind of Work

Under the direction of the Director of the Department of Water, the purpose of the position is to perform management and administrative oversight to utility billing, collections, and water service operations for internal and external utility service customers. Manages daily business operations, i.e., signing bills and approving payments, ordering postage, ordering equipment and supplies. Manages utility water service inspection, billing, and collection operations, as well as the efficient provision of customer service. Prepares various records and reports, i.e., bank drafts, bankruptcy reports, damage collections, leak adjustment affidavits, bid specifications for return envelopes. Performs related work as required.

Minimum Qualifications For Admission to Examination

Meets one of the following three options:

I. Current employment with Jefferson Parish and permanent civil service status with a least three (3) years of experience in a lower related class. OR

II. Possession of an accredited Associate’s degree; plus: at least four (4) years, paid, customer relations experience involving the processing and posting of financial transactions to customer accounts and a minimum of one (1) year of paid work experience supervising at least three staff members. OR

III. Possession of an accredited Bachelor’s degree; plus: at least two (2) years, paid, customer relations experience involving the processing and posting of financial transactions to customer accounts and a minimum of one (1) year of paid work experience supervising at least three staff members.

Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.

Kind of Examination (Entrance and Promotional)

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing. Applicants must supply complete and accurate information concerning their training and experience including a detailed description of their work experience, the names and addresses of all previous employers and the dates of employment. The information is subject to verification and the Personnel Department reserves the right to determine the quality and quantity of education and experience claimed for credit.

Vacation (Annual Leave)

  • Employees accumulate one half day of paid vacation for every two weeks worked.
  • Leave accrual rates increase with years of service.

Medical Insurance

  • An HMO medical insurance plan is available for employees and their dependents.
  • Jefferson Parish pays 80% of the premium for employees and 50% of the premiums for dependents.

Flexible Benefits Plan

  • Employees have the opportunity to save money by paying for health insurance and optional insurance with pre-tax dollars.
  • A Flexible Savings Account for Medical Expenses and Dependent Care is also available.

Retirement

  • Most regular employees belong to the Parochial Employees' Retirement System instead of the Social Security System.
  • For employees hired after January 01, 2007, a pension calculated at 3% of salary per year of service is provided upon retirement at:
    • age 67 with 7 years of service
    • age 62 with 10 years of service
    • age 55 with 30 years of service

Tenure Payment

  • Employees are paid $25 per year of service in December of each year.
  • Employees must have worked two years before the first check is paid.

Deferred Compensation Plan (457b plan)

  • Similar to 401K programs, the 457b Deferred Plan allows employees to defer up to $14,000 of pretax income each year to supplement retirement savings.
  • Pre-tax contributions can be cashed in upon retirement or termination without penalty.
  • This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.

Special leaves of absence for military service, maternity leave, etc. may be granted in accordance with the Personnel Rules.
