Job Description
- Interprets, analyzes, validates, and evaluates data using statistical computer programs.
- Conducts routine data linkages and collaborates with the LDH Office of Technology Services, Vital Records, Bureau of Health Informatics, and DB Sysgraph to develop and enhance data systems, linkages, case identification, and case review related to assigned data systems and programs.
- Manages confidentiality and security of data according to state and federal regulations.
- Serves as resident data and evaluation expert for pregnancy, birth, and child-related outcomes by researching and identifying existing data sources. Assist with establishing appropriate data points in electronic medical records as needed.
- Helps oversee identification and validation of maternal and child health (MCH) indicators for surveillance efforts.
- Examines linkages with Vital Records and data sources on a regular basis to resolve any systematic case identification errors.
- Maintains current protocols for BFH MCH indicator data for Title V Block Grant, the Louisiana Pregnancy Risk Assessment Monitoring System (PRAMS), and the Louisiana Birth Defects Monitoring Network (LBDMN).
- Analyzes data using SAS statistical software to obtain frequencies through univariate and bivariate analyses of data. Participates in analytic workgroups.
- Designs and implements evaluation of identified MCH indicators at the state, regional, and parish level; manages data quality improvement.
- Assists with grant-related activities such as application preparation, monitoring, reporting, and communication with funders.
- Coordinates with programs and the community to move data to action.
- Coordinates the overall reporting for the BFH MCH Data Indicators and LBDMN.
- Provides technical assistance to other professionals in government, academia, health care, the community, and the private sector in multi-disciplinary projects and on community health planning teams.
- Discusses and assists in resolving epidemiological issues with community leaders, health professionals and officials, lawyers, legislators, and peers.
- Contributes to the public health evidence-base by authoring and/or presenting findings in peer-reviewed journals and publications, at state and national conferences as approved, at meetings and webinars, and in evidence-based practice databases.
- Reports on MCH data indicators in Louisiana and monitors regional, state, and national trends to identify changes in Louisiana’s MCH outcomes.
- Analyzes trends in MCH, including birth defects, in Louisiana and completes routine surveillance reports and data updates as requested to the Governor’s Office, the State Legislature, and stakeholders.
- Serves as the primary analytic point of contact for data requests related to pregnancy and birth outcomes indicators and LBDMN and the generation of the MCH Data Indicator dashboard report, the LBDMN annual report, and supports analytics for PRAMS reports.
- Coordinates with other epidemiologists on the response to internal and external data requests in coordination with the BFH DAT analytic section.
- Participates in webinars and routine TA calls with federal funders for assigned projects and programs.
- Participates in internal staff, project, and professional development meetings and trainings as requested or assigned.
- Conducts Continuous Quality Improvement (CQI) on the MCH data indicators, LBDMN, and PRAMS.
- Supports the coordination and management of Emergency Operations during activation and as needed between events.
- Other tasks as assigned.
QUALIFICATIONS
REQUIRED:
- Bachelor’s degree, or Associate’s degree plus 3 years of professional experience, or 6 years of professional work experience.
- Minimum 2 years professional experience performing administrative functions within an office environment or health care field.
- Excellent analytical and critical thinking skills; effective organizational and time management skills.
- Great attention to detail and follow up.
- Ability to manage projects, assignments, and competing priorities.
- Proficient in the use of Zoom, Teams, and Microsoft Office, including but not limited to Outlook, Word, and Excel.
DESIRED:
- Advanced degree in Public Health, Epidemiology, Biostatistics, or related field.
- Minimum 3 years professional experience performing administrative functions within an office environment or health care field.
- Minimum 1 year epidemiology experience.
- Minimum 1 year professional experience with statistical analysis packages (SAS and/or STATA or R)
- Relevant industry certifications.
