Job Description
The Sr. Program Manager provides high-level program and grant management for Tulane’s leadership role in the PROMIS-PF Phase 2 project (“Programme de Mise à l’Échelle de la Planification Familiale”), a large-scale family planning initiative implemented across 12 provinces of the Democratic Republic of Congo (DRC) and funded by CAFI through UNOPS. Tulane serves as the Lead Technical Coordinator for this $67 million initiative. The Senior Program Manager coordinates implementation from Tulane’s New Orleans office, ensuring timely delivery of technical milestones, financial compliance, inter-institutional coordination, and quality assurance of reports and data.
This role requires close collaboration with the Tulane International LLC (TILLC) team in Kinshasa, in-country implementing partners, and multiple funders. The position supports strategic oversight, manages multi-institutional workplans, and ensures deliverables are met on schedule and within budget.
Minimum Education
- Master’s Degree and two years
- OR
- Bachelor’s Degree and five years
- OR
- High School Diploma and nine years
Preferred Qualifications
- Master’s Degree (MPH, MHA, MEA, or related field)
- UN Program Management certifications (PRINCE 2 or similar)

- Report writing skills and experience.
