Job Description

Deliverable to residents:
The Deputy Chief Administrative Officer (Deputy CAO) of Infrastructure delivers smoother streets, better drainage, and reliable public infrastructure that improves quality of life, strengthens resilience, and ensures accountability in city capital investment. Reporting to the Chief Administrative Officer (CAO), this role oversees the Departments of Public Works, Capital Projects, Sustainability, and Property Management, and coordinates closely with the Sewerage & Water Board and other agencies. The Deputy CAO of Infrastructure serves as the primary operational leader for streets, drainage, sidewalks, stormwater systems, transit and mobility, traffic signals, and capital projects, aligning infrastructure planning with city priorities and community needs.


Reporting Structure:

Reports directly to the Chief Administrative Officer (CAO). Oversees Department Directors responsible for Public Works, Capital Projects, Sustainability, and Property Management and coordinates with the Sewerage & Water Board, public utility operators, and other partner agencies. 


Key Responsibilities:

  • Drive coordination of city infrastructure projects to ensure efficiency and to minimize disruptions to residents and businesses.
  • Lead planning, design, and execution of city capital projects, ensuring alignment with budgets, timelines, and quality standards.
  • Oversee maintenance and operation of streets, drainage, sidewalks, stormwater systems, traffic signals, and other city infrastructure.
  • Coordinate with federal, state, and local partners to secure funding, manage grants, and ensure regulatory compliance, including FEMA and transportation programs.
  • Direct cross-departmental collaboration to ensure integration of resilience, sustainability, and fairness considerations into infrastructure planning.
  • Provide strategic guidance on procurement, contracting, and vendor management for infrastructure and capital projects.
  • Serve as a key advisor to the CAO and Mayor on infrastructure planning, capital investments, and operational efficiency.


Minimum Qualifications:

  • Bachelor’s degree in a related field required, Professional Engineer (PE) license preferred.
  • 12+ years of senior leadership experience in infrastructure management, public works, or capital project delivery. 
  • Experience with federal/state transportation, FEMA, or resiliency funding and compliance.
  • Proven ability to lead multi-department teams and large-scale capital projects.
  • Strong expertise in project management, budgeting, and vendor oversight.
  • Exceptional communication, leadership, and collaboration skills to work across departments, agencies, and community stakeholders.
