Job Description
Deliverable to residents:
The Director of Procurement ensures every city contract is fair, efficient, and delivers best value while expanding opportunity for local and disadvantaged businesses. This role works closely with the Chief Administrative Officer (CAO) to implement procurement strategies that support the Mayor’s priorities, operational efficiency, and fiscal stewardship. The CPO collaborates with the City Attorney, the Chief Financial Officer (CFO) and Director of Finance to ensure that all procurement activities align with budgetary allocations, financial controls, legal requirements and compliance standards, while expanding opportunities for local and disadvantaged businesses.
Reporting Structure:
Reports to the Chief Administrative Officer; collaborates with the CFO and Director of Finance to align procurement, budget, and financial compliance across city operations.
Key Responsibilities:
Develop, implement, and oversee citywide procurement policies and procedures in alignment with the Mayor’s and CAO’s strategic priorities.
Manage competitive bidding processes, ensuring transparency, fairness, and compliance with municipal, state, and federal procurement laws.
Collaborate with the CFO and Director of Finance to ensure procurement activities align with approved budgets, financial controls, and fiscal sustainability.
Deliver on the Moreno administration’s commitment to strengthening the city’s powers to advance economic development, including advancing meaningful supplier diversity and DBE programs to expand opportunities for local and disadvantaged businesses.
Oversee vendor performance management, accountability, and continuous improvement of procurement operations.
Publish quarterly reports on procurement activity, spending, and DBE compliance to ensure transparency and public accountability.
Advise the CAO and executive leadership on procurement risks, strategic sourcing opportunities, and policy improvements.
Implement digital procurement tools, data analytics, and process modernization initiatives to increase efficiency and accountability.
Provide leadership and professional development for procurement staff, ensuring ethical standards and operational excellence.
Minimum Qualifications:
- Bachelor’s degree in related fields.
- 10+ years of progressive leadership experience in procurement, contracting, or supply chain management.
- Strong knowledge of municipal, state, and federal procurement law and regulations.
- Professional certification in public procurement, including Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO), preferred.
- Proven ability to manage large procurement teams and complex contracting processes.
- Experience promoting supplier diversity, DBE program administration, and equitable business opportunities.
- Strong leadership, communication, and collaboration skills, with demonstrated ability to work closely with the CAO, CFO, and Director of Finance.
