Job Description

Deliverable to residents:
The Chief Innovation and Information Officer (CIO) leads the City’s efforts to modernize government operations and improve resident services through technology, data, and digital transformation. The CIO supports the delivery of excellent and efficient city services by making it easier for residents and businesses to access permits, report issues, and track progress on city priorities with transparency, security, and speed. This role drives a culture of innovation across departments, ensuring that technology investments enhance transparency, accessibility, and efficiency while fostering collaboration between government, community, and industry partners. 


Reporting Structure:
Reports directly to the Chief Administrative Officer (CAO) and partners with leadership within the City Administrator’s Office to integrate IT strategy with budgeting, procurement, workforce development, and service delivery. Collaborates closely with all department heads to align technology and digital innovation initiatives with operational priorities.


Key Responsibilities:

  • Drive the transformation of the delivery of city services through utilization of technology. 
  • Oversees the City’s IT, data, and digital innovation teams, providing direction and accountability for enterprise systems, cybersecurity, digital services, and public-facing platforms.
  • Supports public-facing digital services such as One Stop, service request platforms, and performance dashboards to promote transparency and data-driven decision-making.
  • Develop and implement a citywide IT and digital innovation strategy that aligns technology investments with city priorities.
  • Lead enterprise modernization, including systems integration, cloud migration, cybersecurity, deployment of artificial intelligence and digital infrastructure improvements.
  • Manage enterprise cybersecurity and data privacy programs; establish standards, policies, and incident response protocols.
  • Partner with departments to streamline workflows and expand online services, improving accessibility and efficiency.
  • Coordinate technology procurement, vendor management, and contract oversight to ensure fiscal responsibility and service quality.
  • Ensure strong governance: IT policy, procurement standards, vendor management, risk management (especially data privacy and cybersecurity), compliance with state/federal standards.
  • Champion fairness, accessibility and inclusion — ensuring technology and innovation efforts serve all communities of New Orleans and reduce digital divides.
  • Collaborate across City departments (e.g., public safety, public works, etc.) to ensure technology & innovation investments support core service delivery, resilience and citizen outcomes. 


Minimum Qualifications:

  • Bachelor’s degree in Information Technology, Computer Science, Management Information Systems, Public Administration, or a related field (Master’s preferred)
  • 10+ years of IT or innovation leadership experience, including senior management of enterprise systems or digital transformation initiatives.
  • Demonstrated success managing cybersecurity, data governance, and digital privacy programs.
  • Proven record of modernizing systems and delivering measurable service improvements.
  • Strong background in technology strategy, contracting, and cross-department collaboration.
  • Exceptional communication and leadership skills; ability to drive culture change and innovation in a large, complex organization.
