Job Description

Deliverable to residents:
The Director of Sanitation ensures New Orleans remains clean and healthy by delivering reliable waste collection, street cleaning, recycling, clean up after special events, and disaster debris removal. This role safeguards public health and quality of life through transparent operations, excellent service delivery, and responsible stewardship of city resources. 


Charter authority & scope:
Oversees all functions of the Department of Sanitation as established in Section 4-801 of the City Charter. Responsible for the collection, disposal, and recycling of garbage and other refuse, either directly or through contracted services. Manages and operates disposal facilities, enforces ordinances and applicable state and federal solid waste laws, and develops integrated waste management plans. Performs additional duties as required by the Charter or assigned by the CAO. Coordinates with other departments, including Public Works, Code Enforcement, and Safety & Permits, to maintain clean and safe streets and neighborhoods. Performs additional duties assigned by the Mayor.


Key Responsibilities:

  • Oversee all garbage and refuse collection, recycling, and disposal operations, including contract management.
  • Manage disposal facilities and ensure compliance with operational, safety, and environmental standards.
  • Lead street cleaning operations and enforce ordinances related to illegal dumping and solid waste.
  • Develop and implement integrated waste management and sustainability plans aligned with citywide priorities.
  • Ensure compliance with state and federal laws regarding solid waste management.
  • Establish transparent service-level standards and performance metrics for contractors and departmental staff.
  • Engage the public through educational programs and outreach campaigns promoting cleanliness and recycling.
  • Build cross-departmental collaboration with Public Works, Code Enforcement, and Safety & Permits to ensure basic City services are affordable and reliable for residents and businesses.
  • Foster a customer-first culture that ensures residents experience responsive and timely sanitation services.


Minimum Qualifications:

  • Bachelor’s degree in Environmental Science, Public Administration, or a related field. 
  • At least 8 years of experience in solid waste operations, environmental services, or municipal service management.
  • Proven experience managing vendors, contracts, and large operational teams.
  • Strong knowledge of solid waste laws, recycling, sustainability practices, and environmental compliance.
