Position Summary
The Executive Director of Capital Planning is responsible for the planning, organizing, and directing the coordination and implementation of the Capital Projects Program at NOLA Public Schools.  This position will oversee the district’s 10-Year Capital Plan and all legislative requirements as it relates to the funding of the School Facility Preservation Program.  This position shall provide the oversight, strategic planning functions and all aspects required for all planned and unplanned capital projects.  This position will also serve as a critical thought partner and resource for all K- 12 schools regarding capital planning for their facility.  Responsibilities include strategic data analysis and budget planning, as well as provide support and data analysis for the capital planning of district assets.  This position requires significant data driven expertise, excellent strategic planning capabilities, and the ability to communicate and interact effectively with K-12 school leaders and partners, district internal departments, and external constituencies.


Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty at a high level. Other duties may be assigned.

 

Capital Planning and Capital Program Management

·       Creates and engages with schools and other external stakeholders to create a Unified Facilities Plan;

·       Review and develop long term capital plans per the School Facility Preservation Program;

·       Establishes Design Standards for the Facility Preservation Program;

·       Creates and engages with schools and other external stakeholders to define capital repair priorities;

·       Oversees the management of all Planned and Unplanned Capital Projects and affiliated contracts and professional services providers.

·      Annually, in conjunction with the Chief Operations Officer, analyzes the Unified Facilities Plan to ensure its relevancy to current needs and its support with adequate funding and budgeting for all school buildings under the jurisdiction of the NOLA-PS;

·       Oversees the management of all outsourced project management groups for all capital and construction projects.

·       Oversees the update of technical and educational program specifications as necessary to ensure that facilities are built to best practices.

·       Engages with senior leadership to form consensus around disposition of surplus property inventory.

·       Assists with the identification of excess property and disposition of assets.

·     Collaborates with internal and external stakeholders to create long term capital plans for each district facility aligned with the School Facility Preservation Program.

 

Educational Background 

·       Bachelor’s degree in architecture, engineering, facilities and construction management or related field required.

·       Master’s Degree Preferred

Other Knowledge, Skills or Abilities:

·       At least five years of leadership experience in a director’s role or above in the areas of capital planning and project management, facilities logistics and operations, and public works management strongly preferred.

·       Experience managing K-12 school construction or maintenance programs preferred.

·       Experience in data and budgeting analysis

·       Excellent written and oral communications.

·       Excellent critical and analytical skills

·       Excellent project management and organizational skills.

·       Excellent conflict resolution and consensus building skills.

This position manages the Director of Capital Planning, Director of Capital Projects, and

Business Manager.


Performance Evaluation

The employee will be evaluated based on the above position using either two methods: via COMPASS or an NOLA-PS evaluating instrument. If the employee holds an Educational Leadership certification, he/she will be evaluated via COMPASS to ensure renewal of certification.
