Job Description
Program Overview
The New Orleans Health Department is overseeing the operations of the City’s Overdose Fatality Review, in partnership with the Orleans Parish District Attorney’s Office. An Overdose Fatality Review (OFR) is a systematic review of overdose deaths by a multidisciplinary team that identifies common themes among overdose deaths. The findings from the OFR are used to highlight potential risk factors related to overdose deaths and identify system gaps that, when addressed, could prevent future overdose deaths. The Overdose Fatality Review (OFR) Coordinator will coordinate the Overdose Fatality Review team process including recruitment of team members, facilitating meetings, coordinating the presentation of case data, developing reports, and determining and implementing OFR team recommendations. The OFR Coordinator will use health data and agency data to identify gaps and opportunities for evidence-based and promising practices in overdose prevention and intervention.
Job Requirements
The Overdose Fatality Review Coordinator is an employee of the New Orleans Health Department who is responsible for the coordination of the Overdose Fatality Review team. The OFR Coordinator is responsible for the implementation and administration of the OFR team, management and coordination of partner relationships, obtaining and sharing case information with team members, reviewing data and reports, and coordination of meetings. The OFR Coordinator reports to the Behavioral Health Programs Manager.
QUALIFICATIONS
The ideal candidate will:
• Have experience working in a behavioral health or public health setting,
• Ability to work effectively with diverse partners and stakeholders and engage in strategic partnerships,
• Have experience working in the public sector and operating across sectors,
• Excellent written and verbal communication and facilitation skills,
• Experience coordinating and facilitating meetings,
• Be familiar with the issues related to substance use and misuse in New Orleans,
• Have two years of experience successfully engaging stakeholders in shaping social or behavioral health services at the community level,
• Possess a Bachelor’s Degree, at a minimum, and preferably an advanced degree in a field related to behavioral health or social services, and
• Possess a driver’s license.
DUTIES
Program administration
OFR meeting planning and implementation:
o Actively recruit and engage community partners to examine and address social, economic, cultural, safety, and health system factors associated with substance use as part of Overdose Fatality Review team,
o Review and obtain case information,
o Research information about cases that may not be provided by OFR members, such as reviewing social media, obituaries, and other resources,
o Manage meeting logistics, including date and time, location, and technology support,
o Prepare case summary sheets, agendas, and minutes for OFR team meetings,
o Ensure that the project is implemented as planned and redirected if needed,
o Maintain signed Confidentiality Agreements for OFR team members and Meeting Confidentiality Agreements for each meeting,
o Ensure that necessary activities for the Department of Justice grant are being documented and shared with Orleans Parish District Attorney as needed
o Conduct de-identified case review interviews with People with Lived Experience.
Manage relationships with team members:
o Maintain regular communications with OFR team members and encourage meeting attendance,
o Meet with representatives from partner agencies as needed
Development of annual reports:
o Finalize and disseminate, in a timely manner, annual recommendations reports developed by the OFR
o Present the annual recommendations report to key stakeholders such as the New Orleans Opioid Task Force, the New Orleans Health Department, City Council, and other key stakeholders.
Overdose Fatality Review Meetings
• Facilitate OFR team meetings,
• Document activities since previous meetings,
• Review data and reports from team members,
• Maintain recommendations and ideas generated in Overdose Fatality Review meetings,
• Coordinate and create reports of recommendations related to the Overdose Fatality Review team, and assist with the implementation of recommendations as needed,
• Coordinate data collection and reporting associated with recommendations through work with local agencies.
New Orleans Health Department:
(As an NOHD employee, the OFR Coordinator will participate in regular staff meetings, trainings and department-wide activities.)
• Weekly meeting with NOHD supervisor
• Staff and/or Programmatic meetings
• Public health trainings
• Emergency preparedness trainings and exercises
• Meet with NOHD collaborators as needed
