Job Description
Kind of Work
Highly responsible supervisory, professional, and technical work advising and directing either the administrative or technical activities of the Office of Technology /and the Management Information Systems Division of the Chief Administrative Office. Employees in this class have the responsibility for planning, organizing, and directing automatic data processing services and operations in a centralized data processing facility, rendering a variety of services on a city-wide basis. Work includes directing subordinate managers who oversee systems analysis, programming, computer operation, and the operation of related data processing equipment. Work also includes developing long-range objectives relative to the use of technology for all city departments, directing efforts to educate and advise city staff in the use of automated systems, as well as supervising those who deliver automated services to city departments. Responsibilities include coordinating the entire range of automated data services from mainframe computing to personal computing; and related work as required.
Distinguishing Features of Work
Reports to: Deputy Chief Information Officer.
FLSA Status: Exempt
Supervision Received: Receives general administrative direction from the Deputy Chief Information Officer.
Supervision Exercised: Exercises direct supervision over Division Managers, professional-level positions and office support personnel.
Environmental Factors: An employee in this class must be physically able to operate a variety of job related machines and/or office equipment and be able to move or carry job related objects or materials. Physical demand requirements for this class are at levels of those for field or office environment work.
Examples of Work
Assumes full management responsibility for city's information system and telecommunication services and activities including the overall design, management and evaluation of such systems.
Directs the development and administration of policies and procedures for contract administration, maintenance, security and related matters; manage the work of outside consultants including selection, negotiating terms and conditions, authorize work and payments.
Participates in the development of goals, objectives, policies and priorities for the implementation of
appropriate information systems.
Confers with other City bureaus and divisions to analyze business needs; recommend specific
hardware and software configurations; assign project staff and serve as project manager.
Establishes schedules and methods for providing information systems services; identify resource
needs; review needs with appropriate management staff; allocate resources accordingly.
Participates in the development of policies and procedures; monitors work activities to ensure
compliance with established policies and procedures; makes recommendations for changes and
improvements to existing standards and procedures.
Recommends and assist in the implementation of goals and objectives; implement approved policies
and procedures.
Necessary Knowledges, Skills and Abilities
Knowledge of :
Capacities, characteristics and limitations of technology related software and equipment such as mainframe, mini and microcomputers, communication and telecommunication system databases and networks.
State-of-the-art communications, technology, operations, and applications used in municipal government and business settings.
City ordinances and administrative rules and regulations affecting departmental operations and personnel matters.
High quality customer service methodology and principals.
Computer center operations and procedures.
Methods and procedures of systems analysis.
Project management methods and practices, including methods of preparing designs, plans, specifications, estimates, reports and recommendations.
Management and supervisory principles and practices.
Budget preparation principles.
General City operations.
Ability to:
Plan, organize, assign, coordinate and manage the activities of professional and clerical staff, and outside contractors.
Direct the planning and installation of information technology and communication equipment.
Develop complex strategic plans, and methods to evaluate programs.
Develop and administer a large departmental budget.
Communicate effectively orally and in writing.
Present proposals and recommendations effectively in public meetings.
Translate business requirements into solutions.
Manage large multi-year, multi-departmental projects and prioritize numerous complex tasks.
Establish and maintain effective working relationships with the City Council, public officials, other
department heads, staff, and other encountered in the course of work.
Interpret and apply Memoranda of Understanding, City ordinances, and administrative rules and
regulations affecting departmental operations and personnel matters.
Understand and carry out oral and written directions.
Minimum Qualifications
Either:
1. A Bachelor's Degree** in computer science, Computer Information Systems (CIS), Geographic Information Systems (GIS), engineering, or a closely related field from an accredited college or university.*
2. Seven (7) years of highly responsible exempt (salaried) managerial level experience in a technical environment which includes experience in four or more of the following areas: Microsoft server support and management, personal computer desk top hardware and application support, voice communication systems support, LAN/WAN support and management, fiber optic network management, personal computing devices and applications management, mobile devices and applications management, the internet of things (IoT), data center hardware and applications, enterprise backup applications, disaster recovery and business continuity, web design or development, application development, user centered design, data management and warehousing, data development and ETL processes, GIS, IT support and service delivery, IT quality assurance and control, IT project management, database management, and IT business analysis. Work must have included the responsibility for operational support for all computer business tools, service tools and applications. At least two (2) years of this managerial experience must have included supervision of a professional IT and/or technical IT staff.
Or:
1. Possession of certifications in two (2) or more areas of information technology (e.g. CCNA, CCNP, CCIE, MCP, MCSE, MCSD, CompTia Professional or Master Certifications, ITIL Framework or higher, PMP or higher, CISSP, Security+, SSCP, GIAC).*
2. Ten (10) years of highly responsible exempt (salaried) managerial level experience in a technical environment which includes experience in four or more of the following areas: Microsoft server support and management, personal computer desk top hardware and application support, voice communication systems support, LAN/WAN support and management, fiber optic network management, personal computing devices and applications management, mobile devices and applications management, the internet of things (IoT), data center hardware and applications, enterprise backup applications, disaster recovery and business continuity, web design or development, application development, user centered design, data management and warehousing, data development and ETL processes, GIS, IT support and service delivery, IT quality assurance and control, IT project management, database management, and IT business analysis. Work must have included the responsibility for operational support for all computer business tools, service tools and applications. At least two (2) years of this managerial experience must have included supervision of a professional IT and/or technical IT staff.
**Additional related experience may be substituted for the required education at the following rate: one (1) year of experience equals thirty (30) semester hours of college credits. Civil Service reserves the right to determine what experience is considered related.
Note: Managerial level experience is considered to be comparable to City Bureau Chief type positions at pay grade 90 or higher.
This position requires a one year probationary period.
* Prior to appointment, the hiring agency is required to verify education claimed by the applicant to qualify for this classification. If selected for hire, applicant must provide original documents for their qualifying credentials to the hiring agency prior to their start date in this job.
Kind of Exam
A rating of training and experience, weighted 100%. All related previous experience will be considered for qualification purposes, however credit on the rating of training and experience will only be given for experience gained within the last ten (10) years.
