Job Description
Job Title: Data and Reporting Analyst
Location: New Orleans, LA
Duration: 24 months
Job Description:
This will be challenging and exciting work managing, integrating, analyzing, and effectively sharing data and information from American Rescue Plan Act (ARPA) projects across the City of New Orleans. It will require sophisticated data analysis skills, as well as project management and stakeholder engagement experience. The results of this work will be very public and of interest to City leadership, community partners, and the media.
Specific responsibilities of the ARPA Data Analyst position will include:
- Work with the ARPA Implementation Director and Project Manager Supervisor to develop and implement a data management plan for ARPA data, including data quality and standardization processes to support the use of data across projects and external data sharing;
- Coordinate with ARPA project teams, grantees, community-based partner organizations and other external stakeholders on ARPA project data collection methods and analysis, prioritizing privacy and the ability to assess ARPA priorities as well as meet Federal grant requirements;
- Lead the design and development of internal and community-facing databases and data dashboards, including information on specific community impacts using tools such as ArcGIS, Tableau, custom web applications, etc. and scripting languages such as R and Python;
- Regularly updating databases and dashboards to ensure timeliness of information;
- Coordinate with the City of New Orleans Communications Team and ARPA Implementation Leadership Team on data needs for storytelling content and messaging on data management strategies.
- Facilitates effective communications and information exchanges, to include conducting oral and written briefings on issues and developments affecting assigned areas.
- Conducts technical research and management analysis and prepares detailed reports and recommendations on issues concerning the functions and operations of assigned programs and various confidential issues.
Required Skills and Abilities:
- Experience managing large, complex data projects with multiple, varied stakeholders (including community members and community organizations).
- Significant data analysis and data management experience, including using data analysis/visualization/reporting software such as ArcGIS and Tableau, and proficiency or demonstrated aptitude with scripting/programming languages such as R and Python for analysis and to combine disparate data sets.
- Experience in study and database design, data quality assessment, and developing data collection methods to be used by multiple stakeholders with varied data collection experience.
- Ability to collect, evaluate, and interpret complex data in statistical and narrative forms; ability to develop and document data models.
- Experience working with multiple and diverse internal and external stakeholders to deliver accessible, usable information to inform decision-making, and to communicate how and why data collection and analysis decisions were made.
- Ability to establish and maintain effective working relationships with management and staff of multiple City bureaus and offices, representatives of other public agencies, community-based organizations
