OPERATIONS COORDINATOR – REGULATORY

BOAT AND BARGE MAINTENANCE


I. BASIC FUNCTION

Coordinate and control all issues related to tracking, maintaining, reporting and forecasting all requirements to ensure USCG/ABS/EPA Regulatory compliance for all CBC boats and barges. Provide direct support for vital customer, and company systems, databases and reporting requirements in support of Boat and Barge Maintenance operations.


II. MAJOR RESPONSIBILITIES


A. Responsible Party for all issues related to tracking, maintaining, reporting and forecasting all requirements to ensure USCG/ABS/EPA Regulatory compliance for all CBC boats and barges.


B. Provide ownership and/or direct support to SIRE Supervisor and Assistant Manager – Compliance & Systems to ensure quality of information for Departmental/Company Databases, Reports and Documentation Requirements.


C. Carry out the CBC Mission, Business Philosophy and Code of Conduct.


III. SPECIFIC RESPONSIBILITIES


A. Responsible Party for all issues related to tracking, maintaining, reporting and forecasting all requirements to ensure USCG/ABS/EPA Regulatory compliance for all CBC boats and barges.

  • Inspections Due Database – Database Owner responsible for updating and maintaining. Includes periodic auditing of same.
  • Coordinate with USCG/ABS/EPA to understand requirements and maintain full and uninterrupted compliance.
  • Coordinate with TVIB to understand Sub Chapter M requirements and maintain full and uninterrupted compliance.
  • Coordinate execution of boat ISE’s with Project Manager and Port Engineer…to include coordination of all boat shipyard outages with in-house third party surveyors.
  • Certificates of Inspection (COI) – Responsible Party to ensure COI’s are accurate and renewed as required and originals placed onboard barges.
  • Vessel General Permit (VGP) – Coordinate with EPA to track, process and maintain.
  • USCG User Fees – Tracking, processing and maintaining.
  • Certificates of Financial Responsibility (COFR) – Responsible Party to ensure COFR’s are renewed as required.
  • Certificates of Documentation (COD) – Responsible Party to ensure COD’s are renewed as required.
  • Update TRAK, SINEX, ScanBargeDocs, TowWorks and CBC Website with up-to-date regulatory dates, certificates and documents. To include the above as well as Cargo Pipeline Tests, Vapor Tightness Certificates, VRP’s SOPEP’s and Transfer Procedures.
  • 3 Month Out Audits – Forecast and plan future regulatory requirements.


B. Provide ownership and/or direct support to SIRE Supervisor and Assistant Manager – Compliance & Systems to ensure quality of information for Departmental/Company Databases, Reports and Documentation Requirements

  • CBC Website – Responsible Party to update CBC Website with electronic documents, data and drawings. To include COI’s, VRP Approval letters, CPT’s, VTC’s Draft Tables, Strapping Tables, Audio Gauging’s, etc.
  • Planning and Budgeting – Assist as required.
  • Competitive Bid Process – Assist in generating and distribution of competitive bid packages, receipt of bid responses, creating Excel spreadsheet with bid responses for comparison, analysis and decision making.
  • Five Year Forecast – Provide direct support to SIRE Supervisor, Assistant Manager – Compliance & Systems and Director – Vessel Engineering to initiate data collection and updating of Five Year Forecast for boats and barges on completion of USCG and ABS required inspections, as well as significant Capital and Special Maintenance expenditures on past, current year and future expenses.
  • Responsible for understanding job requirements and duties of SIRE Supervisor and Operations Assistant Assistant in order to serve as backup to staff as required.
  • Attend Boat and Barge Maintenance Staff Meetings and follow-up on action items to ensure timely completion.
  • Perform additional projects and duties as assigned by Boat and Barge Maintenance management.

IV. REQUIREMENTS

  • Minimum five years’ experience in the marine transportation industry or a related field.
  • Post-secondary education required.
  • College graduate preferred. Excellent computer skills are essential, including proficiency with MS Office Suite and database applications.
