Position Summary
The Director Capital Planning is critical in the support of the core responsibilities of the management of the capital needs of NOLA Public Schools.Capital planning is critical to understanding the ever-changing needs of the public school system and how to anticipate and adapt our facility plan to those needs. The Director of Capital Planning will be responsible for supporting the execution of capital investment planning with current capital funds and to identify remaining capital needs, budget estimates to satisfy those needs and the potential sources of revenue for those needs. 

The Director of Capital Planning assists the Executive Director of Capital Improvements in the comprehensive approach to prioritize capital investments, monitor progress toward meeting goals, and anticipates any shifts in our community that may affect our capital planning needs.This position requires significant data driven expertise, excellent strategic planning capabilities, and the ability to communicate and interact effectively withK-12schools, district facilities and operations team, and external constituencies.   Responsibilities also include overseeing the surplus and disposition of district owned property as well as experience in managing tax credits to leverage funding to benefit the capital program.

Essential Duties and Responsibilities

Capital Planning Management and Analysis:
•Establishes and continually reevaluates ten-year capital plan funded by the School Facility Preservation Program to reflect changes in enrollment and revenue projections.
•Continually evaluates data sets that describe the changing needs of the district such as trends in enrollment, demographics, and the changing needs of our educational portfolio to assess the future capital needs of the district.

•Analyze long term capital replacement needs as compared to forecasted property and sales tax revenues and industry level inflation.
•Annually analyzes the Unified Facilities Plan to ensure its relevancy to current needs. Updates technical, design, and educational program specifications as necessary to ensure that facilities are built to best practices.
•Annually review sand revises the NOLA PS Facility Handbook to ensure policies and procedures are consistent and effective with revised laws and regulations.
•Create, monitor, and update dedicated webpage on NOLA-PS website which summarizes ongoing capital projects throughout the district
•Engages with leadership to form consensus around disposition of surplus property inventory
•Develops plans for disposition or adaptive use of properties not needed for future education purposes to ensure maximum recovery of valve
•Manages disposal process of properties identified as surplus property.
•Manages all aspects of tax credit incentive programs to include application to close out

Educational Background
•Four-year bachelor’s degree from an accredited college or university in urban and regional planning, environmental design, architecture, engineering, or a closely related field.
•Ten (10)years of progressively responsible experience in capital planning, facilities logistics or public works management.

Preferred Skills and Management Experience
•Master's degree in urban or regional planning, environmental planning, urban design, or a related field preferred
•Previous experience working as a planner.
•Excellent project management skills.
•Excellent analytical skills.
•Strong communication and interpersonal skills.
•Experienced at using Adobe Creative Suite programs, such as Illustrator,Photoshop, and InDesign.
•Working knowledge of web-based mapping platforms, such as Geo-Mapping

•Required to exert physical effort in handling objects more than 30 pounds rarely;
•Required to be exposed to physical occupational risks (such as cuts, burns, exposure to toxic chemicals) rarely;
•Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements rarely;
•Normal setting for this job is an office setting.
•This position will require some extended work hours due to evening school board meetings and/or other community meetings / events.

This position does not have direct reports.

Performance Evaluation
The employee will be evaluated based on the above position using either two methods: via COMPASS or a NOLA-PS evaluating instrument. If the employee holds an Educational Leadership certification, he/she will be evaluated via COMPASS to ensure renewal of certification.
