Job Description
Organization: Raintree Children & Family Services
Role: Director of Programs and Clinical Services
Start Date: Early December
Location: New Orleans, LA. Applicants must be located or willing to relocate to New Orleans. Ability to work outside of regular work hours, on occasion.
Compensation: $70,000 - $90,000 DOE

Organization Description: Raintree Children & Family Services (Raintree) is a 501(c)(3) non-profit organization in New Orleans. Founded in 1926, Raintree has a rich history of providing a variety of services to children and families. Currently, Raintree has three main programs:
- Raintree House, a 14-bed foster group home assists an average of 37 adolescent girls between the ages of 11 and 18 years old each year.
- Raintree’s Family Support Coordination, an Early Steps Program, provides case management services to infants and toddlers experiencing developmental delays and disabilities.
- Raintree Foster Care, a therapeutic foster care program, serves an average of 40 children and youth each year. Raintree recruits and trains individuals to become foster parents who provide loving homes for children with serious medical or behavioral health needs.
Overview: Raintree is seeking an experienced, dynamic Director of Programs and Clinical Services who will be responsible for managing the day-to-day operations of the organization’s programs. The ideal candidate cares deeply about Raintree’s mission, has a background in clinical services, and is able to: 1) supervise a team of program staff; 2) formalize and improve the programs’ systems, evaluation, and processes; 3) update program policies and documentation; and 4) develop, launch, and oversee new programs, as necessary. An ideal candidate brings interpersonal, management, and communication skills to the position, is familiar and comfortable with the communities that Raintree serves, and has a track record of making autonomous decisions that result in improved operations in a case management or family services environment. An ideal candidate feels comfortable dealing with crisis and conflict and will maintain compliance and accreditation standards. An ideal candidate also is highly comfortable setting goals, and developing and implementing work plans to meet those goals. The position reports to the Executive Director. The Director of Programs and Clinical Services is a member of the Raintree Executive Leadership Team.
Responsibilities:
Program Operations, Compliance, and Administration:
- Manages the day-to-day operations for all of Raintree’s programs and ensures all of Raintree’s programs provide the highest quality service and experience for all participants, including goal setting and annual work plan development and implementation.

- Supervises the general operations of programs and corresponding budgets.
- Learns the licensing and accreditation standards of the programs and ensures compliance with all standards.
- Manages programs to meet applicable state licensing and contractual agreements, outcomes of service contracts, accreditation requirements, and utilizes internal audit for assessment of compliance and improvement.
- Completes and maintains program documentation.
- Ensures all team members adhere to organizational policies and procedures.
- Formalizes all program systems and processes. Updates policy and critical standard operating procedures.
- Takes over responsibility as authorized signer for important program documents.
- Develops and maintains a strong relationship with Louisiana’s Department of Children & Family Services (DCFS).
- Manages programs with the purpose of maintaining a cost-efficient and high quality environment.
- Participates in the Board of Directors meetings as needed.
Program Management and Improvement:
- Manages a team of program staff, ensuring a culture and environment of collaboration, communication, transparency, and trust.
- Provides supervision and coaching for assigned employees. i.e., delegates, monitors, provides feedback, provides supervision sessions, etc.
- Uses team approach to identify and to strengthen program areas vulnerable to risk.
- Establishes and maintains program curricula and therapeutic intervention models.
- Ensures training requirements are met in all programs.
- Promotes self-advocacy & self-directed services with program participants and their families.
- Assesses the operations and effectiveness of each program, and develops SMART plans to improve each program for all stakeholders, including staff, participants, foster parents, and partners.
- Participates in appropriate agency and community meetings and trainings, and represents the agency in a professional manner while in attendance.
- Ensures a high degree of communication within the program teams, across Raintree teams (with Development, Finance, Admin etc.), and with key external partners.
Program Development:
- Supports and manages the process of Raintree’s transition to a Qualified Residential Treatment Program (QRTP).
- Oversees QRTP transition, development, operational improvement, and compliance with clinical standards.
- As necessary, develops a plan for launching and managing new programs.
Performance Measures:
- Achieves and strives to exceed all goals set within the Annual Program Work Plans they create.
- Ensures compliance and adherence to all licensing and accreditation standards.
- Ensures program evaluation processes are successful.
- Ensures smooth day-to-day operations of all Raintree programs.
- Contributes to a respectful, collaborative work environment that fosters teamwork.
Experience/Skills:
- Required Experience:
- Master’s degree in Social Services required from an accredited university. Certified transcript required.
- Professionally licensed, such as a LCSW or LPC, and must have clinical skills.
- Five or more years of relevant work experience in the following:
- Nonprofit Program Management in a Case Management, Mental Health Services, or Family Services setting
- Preferred Experience:
- Knowledge of foster care programming
- Background serving children and families
- Experience with Board reporting and engagement
- Experience with helping a growing organization to thrive
