Purchase Manager in Construction

Organizational Overview:
St. Bernard Project (SBP) is a non-profit organization that creates housing opportunities so that Hurricane Katrina survivors can return to their homes and communities. The organization is currently seeking a Purchasing Manager in Construction

Job Overview:
To maintain a professional level of operational and administrative control of the supply system to ensure an uninterrupted delivery of materials and equipment to projects and develop/place process refinements, personnel training, vendors, and technology in such a manner as to gain optimum cost, schedule, job site delivery and quality.

Responsibilities:
1. Interacts w/ personnel preparing requisitions to ensure the conformance of materials and the timely completion of orders w/ favorable terms and conditions.
2. Identifies new and cultivates existing vendors to develop professional business relationships for sourcing materials and performance of services, and as necessary make corrective and preventative actions to ensure improvement in performance. Communicate w/ management conditions that do not comply w/ standards.
3. Committing accurate and timely costs while issuing and completing the procurement of materials, equipment, and professional services. In addition, on demand, produce standardized reports necessary to support project needs and/or train others in how to access information.
4. Negotiate favorable terms and conditions on all orders.
5. Develop, refine and implement organization-wide supply management control processes throughout the process cycle.
6. Competitively bid and negotiate the acquisition of supplies, equipment and services and evaluate and analyze proposal terms and conditions and clarifications in accordance w/ specifications.
7. Negotiate, recommit and manage changes to purchase orders including returns and monitor vendor compliance and performance.
8. Oversee and audit the field purchase orders so that they are committed timely in our cost system and spot checks for appropriateness, and if necessary schedule training for participants.
9. Assist estimating w/ material price solicitations and inform the company of material price changes as well economic situations including vendor performance to mitigate our risk and insure cost
management of materials in our proposals.
10. Provide the general and administrative procurement of goods and services to support day-to-day operations.
11. Perform other duties as may be assigned by management as necessary.

Qualifications:

  • Bachelor’s Degree in appropriate field
  • At least 5 yrs. exp in const material procurement
  • Must have exc. comm., relationship building and organizational skills
  • Must be computer literate w/ above average knowledge of common software applications.
